First check your water source for NO3, if you're using tap water for water change, check tap water for NO3. No matter how many times you do water change, if there's NO3 in tap water already, it's not going to help. Have you thought of using a water filter like RO/DI to filter water first? Though it will take time to produce denitrifying bacteria, it's better to have a DSB in your tank, calcium sand can help to buffer pH a bit. SeaGrass can help, but if your fish come down with Ich, you need to lower salinity and add copper, that will kill the SeaGrass.
