I had an experience before that I use the Tetra pH test kit (which was given by my friend and bought about a year before) to test my tank's water. The result was 8.6 or over  Then, I used a electronic pH pen to check it again, the result was 8.1~8.2. I used the test kit to check again one week later and the result remained 8.6 or over. So I decided not to use it again.
That may be your case.
