I complained to the Agriculture, Fisheries and Conservation and I got the following response:

They responded the following:
1. Coral reef fishes, soft anemone and soft corals are not endangered
species. They are not controlled under the Animals and Plants (Protection
of Endangered Species) Ordinance and hence no action could be taken, as far as the Ordinance is concerned.

2. Since the case involved a seafood restaurant which is controlled and
licensed by the Food and Environmental Hygiene Department, we have also
referred the case to them for their follow-up action. They would respond to
you directly in due course.

3. The pictures provided by you just show a standard aquarium set-up and we could not see any improper keeping of the coral fishes inside.
Nevertheless, our staff will investigate if you can provide the precise
address or show us where it is in person. Please contact Mr. Leo Leung of
Kowloon Animal Management Centre at tel 2362 6988 or by email to
amck@afcd.gov.hk For immediate action on suspected cruelty, any person can call the local police to attend with them at the spot for immediate
investigation there and then. The police have full powers under the
Prevention of Cruelty to Animals Ordinance and can also make arrests if
appropriate.

From my understanding, only hard corals are protected cause there were many soft anenome in the tank and the Department said they are not protected.

Nevertheless I returned coincidently a week later on my way to hiking, all the soft anenomes were removed.

I took these pictures on 30 June 2002; few days ago I returned to Sai Kung and some fishes were not there i.e. 六間, 籃咀, 神像 etc..

再有人咁買法.. 佢地遲早都會成為魚販.. 如果我地去買.. 就好似係街買番版vcd同cd一樣

係唔可以貪平去助長佢地架

It's right! Fish and soft corals are not protected unless they're declared as endangered species, but all hard corals (LPS + SPS) are protected under International Law, requires a CITE permit to import & export.

I found out a loophole in US when I called my Fish & WildLife, that is,
for personal consumption I can export up to 8 pieces of SPS to HK, then again, I might have to get a CITE permit from HK just to import it.

ICZFIZ,

Sacrafice has to be made, these fishes would die in their tanks.
If we don't buy these reef fishes from seafood restaurant, they won't sell anymore. No demand..... no supply!

Seems they like to change the habbitats in the tank.
I have a feeling of seeing something different once in awhile I visit there.

I wonder if they were concern about the bio load

Perhaps all the fish in the tank died or sold except the hardy ones like Clown.
In your pic dated Apr 2002, is Moorish Idol a common fish kept in FOT in HK? I find it as difficult as keepint Regal. If it can be caught locally, what does MI eat, any idea?

From observation, Moorish Idols seem to appear more often at 40feet below the surface. This may have something to do with the temperature, which should be 2 degree or more cooler or with milder lighting condition.

Ocean Park HK did not have much success although they introduced a large school of them few years ago. Space, temperature and light conditions are fairly good in OP so the limitation should be the food. After all, Ocean Park is decorated with imitation corals hardly any algae for the fishes to scrape on like what they do in the wild. At OP the fishes are also expected to take the initiative to snatch up food falling from above. Generally Moorish Idol is herbivorous so the main diet of Moorish idol is algae, and I would associate its similarity to yellow tang in terms of dietary requirement.

With their wild geographical presence, they should not be a very dietary-demanding fish. Perhaps is just the limitation of man-made aquarium.
