The sea in Hong Kong is not that critical. Specially Sai Kung area.
The problem in the longer term is landfill. But there is no way of stopping it because HK Gov relies on land sale to survive and they allow to dump tonnes of soil into the sea.

HK Sea can recover if allowed to do so, HK has many beautiful corals specially hard one. Very large table size table corals, large brain corals. A lot of people don't believe it until they really go underwater.

There are coral fishes in HK, but once they arrive they are most likely be caught.

Fishing is also another problem. Generally a lot of HK people have very little emphasism on conservation. Nets and baskets are lying everywhere at the bottom because of the local fishermen.

Hard corals like these are everywhere in Sai Kung
