Under CAP 228 Summary Offence Section 4 (17)................

Fund raising in Hong Kong must apply a permit

First if the Fund Raising is for charity, the raiser must apply permit from Social Welfare Dept.

As if the Fund Raising is not for any kind of charity, the permit should be apply from Home Affair Dept.

For those who has not apply from neither Departments as above quoted would be summonsed to the offence of HK$500 or imprisonment for 3 months but rememver this offence is not an arrestable offence.

If you kind enough to remind the person who sell things in here will be liable to the offence in HK, please study more the HK LAW before u saying anything...........dickhead......

(17) 在公眾地方組織、參與或提供設備以進行任何籌款活動，或售賣徽章、紀念品或類似物件的活動，或為獲取捐款而交換徽章、紀念品或類似物件的活動，但根據及按照以下的人發出的許可證而進行此等活動者，則屬例外─
(i) 為慈善用途而進行的籌款、售賣或交換活動，許可證由社會福利署署長發出；或
(ii) 為任何其他用途而進行的籌款、售賣或交換活動，許可證由民政事務局局長發出； (由1991年第74號第2條代替。由1997年第362號法律公告修訂)

Having said that, as if the evidence goes into the defendant who has been proved taken away the money by not doing what he initally promised to do, it may be liable to the Criminal Office such as Theft or Obtaining Property By Deception. And those criminal offence would be prosecyted and the person would then be arresteable.
