Hi Steve,
In view of the serious 紅苔 problem in both your and your friend's tank, if you are not feeding too much, then the problem almost certainly arised from nutrient import from the tap water that you are using.
Therefore, if it is my tank, I would not use any medication or drugs like "紅苔 remover or eliminator" to get rid of the 紅苔; rather, I would do something directed to the root cause of the problem, that is, to make sure that the tap water is as much free from PO4 and NO3 as possible, and that feeding is minimized but sufficient.
