at the first time, i set the water level at the manufacturer's recommended level but after a few hours, the gas bubble still at the water level, nothing come out from the skimmer

. So, i set the water level at the neck level, the bubble start come out from the skimmer

, should i set the water at the manufacturer's recommended level and trying for few days? pls give me some advise
