I'm totally agree with cyc's comment. Don't add too much fish in one time.
My case : at the beginning when my tank's N-cycle is finished, I add fish everyday (I think many new learner will do this because they cannot wait), the max no. of fish is 13, my tank is 18" only. At that time, when 1 fish get ICH, all the other fish will also get ICH within 1 day, and cannot be get well.
But now, after I re-set up the tank (no fish for 1 month), I add fish one by one (about 10 days for 1 fish), they seems quite OK now. Also even the new fish get ICH, they will get well by themselve, about few days.
So, I suggest you don't add any fish if your existing fish is not is good condition, you must wait until all your existing is in good conidtion, otherwise don't add any fish. I think it is a important factor to keep fish in a small tank.
