If for fish only, 250 W with 14000K those fishes look sharp & more beautiful but 1 x 250 W only cover 2 feets. You better add T5 HO with 1 white/ 2 blue tubes. 400 W is most likely for coral and not for fishes.
In my 4 feets RT, I use 1 x 250W 20000K & 1x 250W 14000K , both coral & fishes look beautiful.
